The Texas Commission on Environmental Quality (TCEQ) held a Public Meeting on Tuesday, May 9, 2023, at 7 PM at the DoubleTree by Hilton, 6809 N. Loop 1604 W. The purpose of the meeting was to receive comments on a water quality permit application by Municipal Operations, LLC, to operate the Guajolote Ranch Waste Water Treatment Plant (WWTP) under Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ001617001. The proposed WWTP is for the Guajolote Ranch Tract, an approximate 1,160 acre residential development site that will consist of 2,900 homes. The development site is located approximately one mile west of the Scenic Loop and Babcock Road intersection, in the City of San Antonio Extra Territorial Jurisdiction.

Per the application, the proposed WWTP plant will discharge treated domestic wastewater at an annual average flow not to exceed 1,000,000 gallons per day via pipe to Helotes Creek, thence to impounded Helotes Creek, then to Helotes Creek, thence to Culebra Creek, then to Lower Leon Creek in Segment No. 1906 of the San Antonio River Basin.
