Planning & Zoning Commission

The Planning and Zoning meetings are held on the first Tuesday of every month at Helotes City Hall. The meetings begin at 7:00 p.m.



  • To identify community needs and to advise the City Council of the short- and long-range implications of development within the City.
  • To recommend achievable community goals as a basis for long-range planning and development programs.
  • To recommend plans, programs, and policies that will aid the entire community in achieving its defined goals.
  • To interpret adopted plans and programs so that private activities and desires may be accomplished in harmony with public needs and policies.
  • Review and make recommendations on the Platting and Re-platting of property.
  • Review and make recommendations on Site Plan Applications consistent with the standards of the Comprehensive Master Plan and the existing zoning for the property.
  • Preview and make recommendations on requests for Special Use Permit Applications.
  • Review and make recommendations on Signage associated with the property.
  • Undertake other duties as authorized by the City Council, the City Code, and the laws of the State of Texas.

All application packets must be complete and submitted at least 15 business days prior to the proposed meeting date and will be tentatively scheduled. Application packets submitted after this time will be tentatively scheduled for the next available meeting.

Membership and Appointment

The Planning and Zoning Commission is composed of five members and appointed by the City Council. The City Council will consider an appointment to the Commission by someone who has demonstrated their civic interest, general knowledge of the community, independent judgment, interest in planning and zoning, and availability to prepare for and attend meetings. It is the intent of the City Council that members shall, by reason of the diversity of their individual occupations, constitute a commission broadly representative of the community.
